Estimating, Cost Planning, Cost Management & Cost Control

Alternatively an Abridged BQ could be provided
- Pricing the Bill of Quantities to provide a Pre-Tender Estimate
- Providing a mathematical & technical check of the Builder’s tender & priced Bill of Quantities & reporting thereon
Post Contract Cost Control
- The measurement, valuation & negotiation of the cost of variations to the contract
- The preparation of Progress Payment Certificate Valuations & reports during the contract period

- Checking & negotiation of costs in relation to extension of time claims

Project Management
Construction/Project Management, as a professional discipline, is still relatively young when compared with other construction & engineering professions. The need for this separate field of expertise has arisen from the increasing complexity & scale of development combined with customer requirements for their project teams to apply efficient & logical management control & solutions to capital works to optimise results.
By necessity, Designers & Engineers each have their own approach to their part of a project which reflects their training & expertise, but does not necessarily equip them to oversee the whole project. Life Cycle Costing
Life cycle costing is commonly interpreted as the operating cost of buildings over the forecast useful life attributed to them. The wider & more correct view considers the full range of costs arising from the provision of the facilities right through the anticipated life span & include initial capital costs, subsequent operating costs & replacement or renewal at intermediate stages of the life cycle. All these factors require evaluation on a common basis & should be included in the decision making process at the development stage.
An even wider & more comprehensive approach to life cycle costing can be taken & that is the approach which also considers the organisational costs of the users of a building & assesses the effectiveness & economic efficiency of the facility related to the functions of the user body.
When considering cost effective policies at the design & planning stages it can easily be demonstrated that there is direct correlation between design decisions & the operating costs of the facility users. As these latter costs are on a considerably larger scale than the life cycle costs of the facilities themselves, then the more comprehensive analysis has considerable significance in the early decision making process.
